CK-Editor Shows only a textbox without any toolbar

I download CkEditor for asp.net and Ck-Editor the latest version and installed it through help of install.

but the only thing that shows at page is a multiline textbox.

I want to use CkEditor for asp.net 4.0.

please help me.
