This error is caused by .net 3.5 framework upgrade.
The solution is to remove registry settings made by this .net upgrade.
Press start button, write regedit, press enter. Go to this location: [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet Settings\5.0\User Agent\Post Platform]
Within this folder in registry, delete all entries that have names starting with .NET CLR 3.5
If this does not help, you might have to remove .net 3.5 and reinstall it.
