The Browse Server Button Not Working

I un-hid the Browse Server button in ckeditor/plugins/image/dialogs/image.js but there is still not interaction. When I click on the button nothing happens. I am not trying to integrate CKFinder at this point; I don't have it. If anyone know what I am doing wrong or has insight that will lead me in the right direction it would be greatly appreciated.

Note: I have no custom files at the moment. I am working with stock CKEditor
