Blocking special characters

Hi...
I didn't find anything releated.. so I need to block some special characters like: ☺ ☻ ♥ ♦ ♣ ♠ ○ ◘ § ♪ and unicodes...
Is there a feature for me do that? Or something that I could chose what to block (for exemple: can't type numbers) ?
And another question, I see i can move a image into the ckeditor and it appears there, is there a way to block this?
