I am having problems inserting bullet points within a paragraph

foo1
foo2
foo3
foo4

Eg If I wanted to insert some bulleted text between foo2 and foo3, it would add the bullet point to the whole paragraph.
I need to be able to insert a
then create my bullet list, then insert a
. I could easily live with it by hacking the html, but my users are getting frustrated.
I have tried both settings on the
UseBROnCarriageReturn option, and this doesn't seem to alter the behaviour within existing paragraphs.
Any ideas?
