Adding a 'browse server' button to the toolbar.

I'd like to add a 'browse server' button to the tool bar directly so that people can directly manage the content that they have uploaded. It would ideally do the same thing as when you click on 'browse server' button in the Image plugin as described here:

I'm currenlty using CKeditor 3.X with CKFinder 2.X. From my reading, it looks like I'll need to create a plugin?
