Adding / Editing ToolBars - How?

I need some assistance with toolbars if someone could point me in the right direction.

1. I've edited fckconfig.js -- but it doesn't seem to recognize my changes. And my pathing is correct.

2. I understand that CreateFCKeditor no longer exists...

So, I'm sure I'm missing something just not sure what it is..
