Use the default config.php file from 1.2.3 and modify it to your needs (don't reuse the old one)
Clear the cache and reload the 1.2.3 version again,

I have not reused the old one.
I used the new config.php for v.1.2.3. and only changed 2 lines (baseUrl and baseDir).
