changes to config.js has not effect

Previously I had the following line in my ckfinder config.js

config.removePlugins = 'help,flashupload';

I changed to the line to

config.removePlugins = 'help';

since I wanted to re-enable flash upload. However, after making that change I still have the normal single file upload. Do I need to modify another file in order to turn flash upload back on?

I'm running ckfinder PHP within Drupal.
