You can find the ckfinder_config.php file in the "ckfinder" folder of the CKEditor installation package:

ckeditor-for-wordpress/ckfinder/ckfinder_config.php

There is also a readme.txt file there that instructs you how to add CKFinder to your CKEditor for WordPress installation.
