Windows 7 permissions

I have set IUSR to have write permissions along with IIS_IUSR and every other user I have set up on my PC. But I still get an error stating that my file permissions are blocking CKFINDER from browsing the image directory.

What am I doing wrong?

Does anyone have any ideas as I am going crazy. I have even tried setting full permissions on my root folder to no avail.
