Userfiles in another folder

Hello,
currently I have my userfiles folder in the admin folder which is protected by a htaccess document. The problem is, people, that aren't logged in can't access the pictures. So I need to move my userfiles folder outside the admin folder. I tried that and changed the urls in the config.php but sadly that didn't work. Everytime I'm trying to upload something it says 'Ihre Anfrage konnte wegen Dateisystemeinschränkungen nicht durchgeführt werden.'
