Using CKFinder 2.4 for PHP. Thumbnails for images are not generated until the browser displays them. So if I upload ten images via drag and drop, only the thumbnails that are currently showing in the CKFinder area get generated. In order to generate the rest, I have to scroll through the entire file list, or toggle maximize/minimize. I've played with the 'directAccess' parameter for thumbnails in config.php, but it doesn't help.

It's like that by design so the app doesn't load thumbs you don't need. Since you haven't scrolled down to see them there's no need to load them. If you have some special case where you need to immediately do something with the images, you can create your own extension that will immediately hook the uploaded images and do stuff to them, kinda like the watermark plugin does.
