System error

I have ckeditor and ckfinder installed, and configured. However, even using the sample from ckfinder, I get a new page that looks like the attached file. I have the directories set, but it doesn't seem to be getting the config.php. I even induced an error into config.php, and it still produced the same results, it doesn't appear to be reading the config.

HELP!
