Localization problem

Well,

I'm translating the language file, but I found a problem:

Settings in brazilian portuguese is Opções. If I put this in the language file, in toolbar I see: Op��es. If I put Opções, I see the same, Opções (HTML encoded chars), in toolbar.

What I should do to solve this problem?
