Could not Upload File

When I try to upload file using CKFinder I get "It was not possible to complete the request due to file system permissions restrictions." error.
I gave "Full Control" to Internet Guest account for all the folder under "BaseUrl" directory and also to the "BaseUrl" directory itself.
What else am I missing?
