Character set encoding - modifying fckcustomconfig.js

I've searched through many of the posts and cannot find this....

but is there a way to modify the fckcustomconfig.js file to include a default value for character set encoding?

I can see that it is possible to set the encoding within the editor (i.e. via document properties). I would like every document to include:

<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1" />

or 'Western European' as the default encoding.

Also, when no character set encoding is specified, is the default encoding "Unicode (UTF-8)"?

Can anyone help me on this?
