The link plugin works perfectly, except I need my users to pick from a set of images and documents andI have a few other easy requirements. I'm already working through the tutorial for making your own plugin, but it seems like more than half the work is already done if I can just use the link. Is there a way I can use the current link plugin to make my own?
CKEditor is open source, so
CKEditor is open source, so yes, you can always modify the plugin. You would have to download the source version.

Thank You
I looked through the ckeditor site for exactly this. I guess I just didn't look in the right place.
more questions
I'm using ckeditor 4.3.4. I took the source code and put it in the same location as the link.js and moved the original to a folder outside the project. When I ran my project through eclipse/ie ckeditor opened everything seemed fine but when I click on the link icon nothing happens. The code worked before and when I put the original back and removed the link source it worked again. Is there something else that is needed to make the source link code work.
