& replacing in links

when I have a link and href="fils.asp?param1=x&param2=y"
the & is replaced to & I think it is a bug. what do you think?
how can I prevent it?

That's right, putting only & is invalid HTML.

You must escape that content, whatever server language that you use will have a function to take care of it. If you want to do it manually and are using utf-8 then I think that you must replace it with %26
