I'm not sure I understand your question, but I assume that you're asking if the directory name of the plugin must be the same as its name. The answer is 'Yes'. This is necessary for the FCKeditor to be able to find the plugin. But you shouldn't bother when installing a plugin. The plugins are, when you unzip them, unpacked in a directory with the right name.
