paste as word as the default edit mode.

Is there a simple way to force users to always use the "paste as word" feature whenever pasting text into the text area? Whether it be whenever they click the are, it spawns the "paste as word" pop-up, or just performs the cleanup function whenever the form is submitted(preferred), I need to find a good way to do this. Code examples, etc would be great.
