The location of the default configuration file

Hopefully I do not need new glasses! I have downloaded 2.x and I cannot find the fckconfig.js configuration file. In my old version of FCKeditor, I had the toolbar set to Basic, however I am unable to find a similar setting.

Let me phrase it differently: should there be a file, fckconfig.js, in the FCKeditor 2x zip?
