fskconfig.js being ignored?

do I ahve to include the fskconfig.js file in my page header? Im usign javascript and no mater what I do in the config.js file nothign works and if i even rename fskconfig.js the control operates the same. so its like it is not beign used at all, everythign else works so the absepath must be correct

any ideas?
