Where is the setting to edit or add text to the toolbar buttons?

the settings seem to be based in this file:
\editor\_source\internals\fcktoolbaritems.js

the fourth field needs to be changed from null to 1 (just label) or 2 (icon + label).

Is there a convieient method to recompile the compressed version of the javascript after making changes to one of the source files?
