charset UTF8 bad coding

i have problem vith utf-8 charset.

For exapmle I need to use char "" . In utf-8 should looks this char like "á" But FCkeditor code this char like "ž"
This concerning this chars especially:ěčř
Is there possibility fix this some way?? Thanx
