Currently b uses a span with a style.. this should be used a a <strong></strong> tag for SEO purposes.. same goes for h1 to h3 in stead of making font size higher
h1 and h3 isn't meant to "make your font size bigger" they are used when the text is a heading, and you can use the format dropdown just for that.
the bold command only generates a span if you are using Firefox and have setup the config of the editor to use css and spans, so you can change it back.
