Where are the ToolbarIcon Images???

There is a file called fck_strip.gif in each skin's folder, which contains all of these icons.

So is the only way to change the icon size is to change the icons in this gif and then edit the .TB_Button_Image height and width or is there another way? It seems like there would be some kind of plugin to do this but I cannot find anything.
