Use FCKEditor in GUI application

This may seem to be a strange request, but we have the need to use FCKEditor in a GUI environment (to ensure it is the same as the Web version).
However we have a need, if possible, to not run from a web server but rather just open up the appropriate file name.
Does anyone know if this is possible?
