Make hide/minimize sticky

I use an application (http://www.bugnetproject.com) that uses FCKeditor.

In this application when the FCKEditor tool bar is hidden/minimized/collapsed via the up arrow it only stays minimized until the page is re-loaded.

They said this is a FCKEditor issue.

Is there a way to make the state (visible/hidden) sticky or if not is there a way for me to request this feature?
