Link anchors - should I write plugin or wait?

I read a post elsewhere on how to create an anchor. Basically you create a link with a space, and specify a name and ID.

However this is a big kludge as it gives the [A] an HREF, making it a link as well! (an invalid one at that)

So there remains no way to make standard anchors in the page

I am happy to attempt a plugin to do this, but are there any plans to include this functionality in the next release? If it's going to be included I won't bother.
