Fckeditor and cyrillic character

Hi everybody!

I've a problem with my fck editor,

when i insert in my db a cyrillic text it's insert correctly,

but when i want to see this text in my page this is visualized wrong...

like this:

й этаж

after search i've notice that is the included file that create this problem...

in fact if i delete this line my text is perfect

but my fck editor is disabled...

how can i do for see my text coorectly in my page where i call a fckeditor?
