If you enter one line of text, hit enter, click on the bullet icon, the bullets don't appear. Delete the line, click the bullet icon and the bullets appears.
FCKeditor is a retired product that we no longer develop or support. You should definitely try its successor, CKEditor -- it's far superior and has lots of features that FCKeditor does not have.
