FCKEditor is an older version of our editor but it does allow Urdu font. You should seriously consider using our newest version, though. You can test Urdu fonts in our demo here:
If you're referring to localization, then no, the interface hasn't been translated to Urdu. If you wish, you can contribute to existing translations or create new ones, like Urdu, with the help of our localization guide.
