Disable Text Editing, but enable style effects

Hi,

I want a static piece of text on the FCKEditor that styles can be applied to.
By styles, I mean the <b><i><u>, etc HTML tags.
I do not want the users to be able to edit/insert text, they must only be able to apply style changes.

Is that possible?
