The configuration parameters must be in structure called config.
Try It this way:
<cfscript>
fckEditor = createObject( ... );
fckEditor.config = StructNew();
fckEditor.config.EditorAreaCSS = "/blog/blog_styles.css";
fckEditor.create();
</cfscript>

yeah that worked, I actually figured it out after pounding my head against the wall a few times.
