basically, you can configure a CK-editor setup (or "profile" on the CK-Configuration page) for each text format you have defined (e.g. filtered HTML, full HTML. You can create more text formats under Administration » Configuration » Content authoring >> Text formats ).
Then, you allow only certain roles to use each text format in the Text format configuration.
In that way, each role will get the custom editor interface suited to their needs displayed automatically.
