We have a website that uses old FCKeditor. Since it's not working in all browsers we asked the opriginal developer (an outside company) to upgrade it. We were given a time estimate of 16-20 hours. It seem really high to me (total costs would be in thousands of dollars). I understand every system is differnt and ours is a custom solution but doesn't that seem high?

It depends on how deeply it's integrated to your site/product. If all you got is a site that simply replaces the textarea with FCKeditor with no custom plugins, then it shouldn't take that long. A couple of hours max, and that includes configuring the save function and styles. You can do it yourself if you want. Here's the guide on how to upgrade from FCKeditor to CKEditor. You might have to also install a file manager because CKEditor doesn't include one like FCKeditor did. But if you have a complicated setup it's possible that it could take that long. It all depends on how knowledgeable your devs are.
