To make toolbar buttonstate clicked and not to change the state

Can you please help to make toolbarbutton clicked at the time of loading for eg I need the editor to insert only bold data How can I make the button bold always clicked and state cannot be changed

Or in another case if I want to enter only numbered lines in the editor how can i make the button state of numbered list always clicked and not to make state changed. Can anyone hepl me with this
