Styling textarea

Is there a way to specify CSS styling for the text area? For example, I'd like to specify the padding around this text in the white area where text can be entered.

I'd also like to specify a different outside border. The one that I see with this post is different from what I'm seeing with my first try at using the editor. I assume mine is the default. How do I change it?
