I would like to keep the "Format" dropdown (i.e. Normal/Heading 1/Heading 2,etc.), but remove the "Styles" dropdown. I see actually on this ckeditor forum that they have done exactly this! I have tried setting config.stylesSet to an empty array and setting it to false, but the dropdown just shows up empty.
What am I missing?

If you want to remove just one feature, then config.removeButtons is good, but for you it may be even better to use config.removePlugins in order to remove 'stylescombo' plugin.
