The Full Package download link at http://ckeditor.com/download says it has 71 plugins but there are only 26 plugins in the plugins directory. Where can I find all 71 plugins for the current release?

Only those 26 plugins need
Only those 26 plugins need their directories to be kept. That's because code of all plugins is merged to the main file - ckeditor.js, what lowers the loading time (less request). Plugins folders are kept only for those of them which have additional assets like dialogs or some specific images (icons are also merged into one sprite.
