I think there is an issue in the number of downloads in the Leaflet plugin page, it indicated to had a 37 Downloads last night, but now it says 5 Downloads (see attached). It kinda resets this number after some interval of time. Maybe there's an issue with the newly published plugins.

Just what I thought, the
Just what I thought, the number of downloads reset again this morning. Last night, at around 10pm, the number of downloads is 21, it went up to 29, and then went down to 6 when I woke up this morning. Hence, I think there's something wrong with the server's tracking of the number of downloads in the add-ons page, at least for the recently published plugins, or maybe it affects also existing plugins. If the number of downloads didn't reset everyday, I think the number of downloads for the Leaflet Maps should be around 100.
I would appreciate if someone could take a look into the issue. Thanks in advance.

All I know is that the amount of downloads is an estimation from the previous day's downloads. It's a complicated algorithm because people can download the plugin in a variety of ways: directly downloading the plugin, clicking "Add to my editor" or adding it through the online builder. They can also remove it from the Builder. Still, it shouldn't regress the amount of downloads. The site devs know about this issue and will work on it when they have time.

Okay understood. You're right, tracking 'downloads' is not that simple. But as you've said, the number of downloads should be either constant or increasing or with slight decrease, but should not regress from say 50 downloads to 1 download (which probably means there's a bug).
I would be glad (and probably also the other contributors) if the site developers could solve this issue. I think the number of downloads is an important descriptor to the contributors since it's a source of psychic reward for them and acts like a moral booster especially if a contributor knows that people are downloading his plugin and finding it very useful. It will acts also as a prime motivator for the contributor to enhance further the development of its plugin.
In a similar vein, new users when faced with a family of related plugins will be more confident to download a plugin that has a high number of downloads (say 1000 downloads compared to 15 downloads which may result due to the resetting/regression of that number). It's also similar in ways in how Drupal people filters out the useful modules out of the 20000+ available modules, that is, primarily by the number of downloads. Maybe it's also the reason why the CKEditor Number of Downloads (currently 9,461,530 downloads) is indicated in the site pages' footer. Just think what would the developers of CKEditor feel if this number regresses also everyday, to say 10. The number speaks for itself, especially for the soon-to-be-converted users. :)
Out of curioisity, I've tried
Out of curioisity, I've tried tracking down other plugins for the reverting behavior of the number of downloads. These are the screenshots taken today (May 9), at 330am and 930am (maybe the resetting happens everyday between 6-9am in our local time):
Wenz Google Map (Published on February 2014): went down from 1917 downloads to 1903 downloads (see attached)*.
Osem Google Maps (Published on April 2014): went down from 60 downloads to 49 downloads (see attached).
Leaflet Maps (Published on May 2014): went down from 46 downloads to 14 downloads (see attached).
*I could not attach the 9:30am screenshots due to the file attachment limit here.
It seems that other plugins are affected also. Likewise, I'm thinking how Wenz Google Map plugin reached the 1900 value (which may also possibly indicate that the bug is only recent and the site's code is still working when Wenz Google Map has been published on Feb 2014). Maybe the issue had begun only last March or April. I hope these information could help your site's devs. Thank you.
