I want to restrict user from deleting specific element ( Say <ol> tab)

I want to restrict user from deleting specific element ( Say <ol> tab). May be it should display error diaglog saying "You cant delete list. But you can edit or add list items.". Is it possible? If so can please explain and also provide links to this particular subject.
