I'm having issues with drop down position in FF and IE. In Chrome it is working fine:

I have notices that somehow wrong top position is beeing calculated. Is this a known issue? Any suggestions?

Hmm, might need more info. Are you using it in a particular platform, like a Joomla or Drupal site? What kind of setup do you have?

I'm not using any platform, just HTML.
In place where are dots there is a CKEditor call and popper initialization for couple of text areas.
In FF when I choose option This frame -> Show only this frame, it is working fine!

Additional comments:
In FF: Size, Color and background color are NOT working fine, Font and Format are ok.
In Chrome: Size and Font are Not ok, rest is fine.
In IE 10: nothing is OK.
Once again, when I open just iframe everything is working OK.

It's hard to say without
It's hard to say without having the actual CKEditor code - the code you are using to generate the editor instance. That's probably where the problem occurs.
