Can't see full toolbar icon set in Safari and Chrome

I have an issue with ckeditor 4.1. I've installed it on a Drupal 7 site, and can view the entire toolbar in Firefox, but not Chrome or Safari. On the later 2, I see only part of the bar - see screenshot.

I presume this is a bug? Thoughts?
