CKeditor code to ascii conversion in wordpress email subscriptions

When a user subscribes to my blog, the new comments they receive via email have garbled code instead of ascii. For example, every apostrophe shows as &#039 in the email. They are complaining to me that they can't read the emails due to all the garbled text. I disabled plugins one by one and found CKeditor is causing the problem. Does anyone have an idea how to fix this?

I can't find that file in the

I can't find that file in the wordpress plugin editor. Do I have to go into my host file manager and edit it? If so, where is it located and what do i edit? Thanks.
