I've been posting here the past couple of days while working through a CKEditor upgrade in our application, and haven't really heard much back about anything. But I'm back, with a new issue!
Downgrading from CKEditor 4.x to 3.5 and then eventually 3.6.6.1 has eliminated the issues I was having with Google Chrome, and has allowed the editor to appear in IE8. Now, however, in IE8 I see transparent dialog windows with no styling. This is the case both in plugins I have written, and in default editor dialogs with my plugins disabled. Looks like this:
This may be related to the stylesheet bug that people have posted about here previously. Initially I was getting an error that IE "did not have enough storage to complete operation", which means that ckeditor trying to load too many (i.e. > 31) stylesheets. Following the forums here, I made the fix where I set this.$.createStyleSheet to just plain "false" in a conditional somewhere wtihin ckeditor.js. Since then the editor appears and functions correctly, but the dialogs are broken as described above (with all skins).

By modifying that code you're not allowing CKEditor to add the stylesheet for the dialogs, and so it's obvious that they won't be styled correctly.
You should look at other ways to reduce the number of stylesheets in your page.
