What do you mean by "does not recognize"? I have just copied these two characters from your post and pasted them into our demo. They are displayed correctly in WYSIWYG view and replaced with entities (õ and ó) in Source view.
Both characters can also be inserted by using the Insert Special Character dialog window.
I cannot reproduce it after I installed the French Swiss keyboard, but Windows is never a reliable environment ;-), so I'm afraid I am unable to figure out what is wrong and how to correct it.
In any case, CKEditor in WYSIWYG mode should support entering any characters that your keyboard produces and convert them to entities in Source mode. Any correct key combination that works in a normal text field (textarea, text input) should work in CKEditor, too. If you checked this and this is not the case (for example: disable editor on the site and enter these characters in the remaining textarea), please file a bug at our Development site. Thanks!
