how to config extraplugins? no plugin can work fine.

I follow the Manual Installation from: http://docs.ckeditor.com/#!/guide/dev_plugins, but no plugin can  work fine, then I made simple plugin via http://docs.ckeditor.com/#!/guide/plugin_sdk_sample_1, it also dosen't work, I don't know how to fix it.

I used ckeditor 4.3.3

Could you give me any suggestions
