resize dialog box (CAN ANYONE ANSWER THIS)?

I have reviewed all doc's but can't find anything relating to what I need to do.

Simply I need to create toolbars with specific dimentions e.g. 700 px x 500 px.

How is this done?

Providing I don't know any JS but can follow intructions.
